Separate design, surveys, engineering, permits, site preparation, utilities, construction and finishes. Give every line an estimate, a source and a date.
Read quotes side by side
Check whether both quotes cover the same drawings, appliances, outdoor repairs and utility work. Record each exclusion beside the item it affects.
Keep room for open questions
Keep a separate allowance for decisions still in progress. Revisit it after a site visit, a utility response or a revised builder quote.
